added new disaster test cases - disease and sandstorm #59

Created two new test cases for disease and sandstorm - within the testDisastersPresent() class.

Merged in git.057763a (SF master repo), however I dropped the seemingly unrelated changes to freecol.iml. If they were important feel free to resubmit so someone (not I:-) who understands IntelliJ can look at it.
