[bug]: Can not transfer directly to voicemail with *xxxx #457

Issue Description

When transfering directly to voicemail you press Transfer --> xxxx --> Transfer, the call just comes back to the original phone like nothing has happened.
The Direct Dial Prefix setting is set to

Operating Environment

PBX Version: 17.0.19.12 PBX Distro: 12.7.8-2402-3.sng12 Asterisk Version: 21.4.1

Grandstream GRP2615 phones

Call log

5030 --> dials 7808781373 --> 5035 transfers to *5035 transfer --> call comes back to 5030
