Remove the idle_task_static_memory.c and use the new default implementations to allows for FreeRTOS-Kernel-Static to be used with configNUMBER_OF_CORES > 1

This broke the build for GCC_RP2040. portable/CMakeLists.txt line 84 explicitly calls for ThirdParty/GCC/RP2040/idle_task_static_memory.c but the file has been deleted.
