Refactor README.md from User to Developer Perspective #108

Move all user facing documentation from each repository's README.md to https://freetakteam.github.io/FreeTAKServer-User-Docs/. Replace the README.md on each repository with a document more aligned with a developer perspective. Include a reference to the official documentation for the user's perspective.
