[Bug]: Watch page scrolls for longer than necessary when viewing livestream with recommended videos disabled

Describe the bug

1. Make sure setting Hide Live Chat is Disabled
2. Make sure setting Hide Recommended Videos is Enabled
3. Go to any live stream or premiere with a Live Chat (such as lofi girl)
4. Make sure it's displayed with the dual-column-template (e.g. live chat next to the video instead of below)
5. Scroll down and see that the page scrolls for longer than is necessary.

Expected Behavior

The page should stop scrolling when the bottom of the description is reached

Zoom into the image and notice the scroll bar on the right is still not scrolled all the way down
