Write specification for API #41

e.g. - complete dump, how to restrict use (e.g. password)

Pat, coulkd you advise what do you mean by API, i would take this to mean the methods made available by an application to be called by a webpage.

I just want to be clear so I can focus on the right thing

This is the open data api, to be used by others to get out data.

This could include a Linked Data specification, which would be a sort of API in its own right.

This is now planned as part of our FreeBMD2 dev.
