Modify the search to use Freecen2Place linkages for both VLD and CSV files #1277

VLDs currently use Place documents for search. These documents do not have the geolocations need to support nearby searches. CSV files use Freecen2Place documents that contain geolocation information. The search capable cannot easily accommodate use of both Place and Freecen2Place documents simultaneously. Since the latter is the basis of our gazetteer we should transition the search to use the Freecen2Place documents. This will then be able to support the nearby search capability
