Give Helen access to locate piece #1708

Helen needs access to the Locate pieces item that appears in the menu under Manage Counties, please.

Helen to sign up as a SOM volunteer in Test 3 so she can familiarise herself with the GAP?RAP?DAP feature, and the Members area in general.

Then, Helen needs to follow the same procedure in Live and her permissions can be granted by Vino

Helen now has access to the test3 environment and has instructions to test CAP input and to see the county statistics to get a listing of pieces for a year.
