document test2/fc2 update process #283

with recent work on the update script and cron jobs, some changes have been made to how FC2 updates are done. Needs to be documented for developers' reference.

Ok, I have written documentation, but not sure where to put it. Is there a FreeCen google docs location similar to the FreeReg location where Kirk places his documentation?
