Set up non-Product Issues #1

This new Waffle is for those administrative items which are needed to make FR2 live. These are non-programming tasks but they may result in fixes or enhancements, in which case these will be included in myopicvicar.

The first thing that I will do is to set up all the identified tasks in the roadmap https://github.com/FreeUKGen/MyopicVicar/blob/master/doc/roadmap.md and we can then divide them up into smaller phases as we go along.

The sequence for getting FR2 going... 2.1 Organise the Syndicates 2.2 Recruit experienced CCs to Beta Test 2.3 SCs Check UserIDs assigned to Syndicates and mark as Experienced/Active etc. 2.4 SCs Check Transcribers work for errors 2.5 CCs check DAP against FR1 PPP for missing entries 2.6 CCs check MPN and identify those transcriptions that do not match 2.7 CCs check Churches for spelling differences and correct 2.8 CCs check Register entries and add extra information 2.9 Check out Documentation 2.10 Involve all CCs who are now CC and SC.
