Update FR2 selectively from time to time #3

From time to time, say every three months, FR2 CSV files should be updated from FR1. This will keep FR2 roughly in step with FR1, but also show up any transcription errors for Places/Churches which do not match

I suggest that a much easier and cleaner way is to just do a final replacement of the FR2 transcriptions from FR1 on a county by county basis as and when they are ready to move to FR2.

Eric I thought that is what we ( Kirk, You and myself) is what we worked out to be the simplest method and this is what we would do. So the beta team should :-

only do corrections to transcriptions in F1 fro now.

AND don't get confused by the Place names that are labelled as Not Approved. - just fix the file with the right place name.
