Related to #1342, we would like a volunteer-facing interface that allows users to review data, flag problems, and suggest corrections. This would utilize some of the techniques in #1342, but would be retrospective, letting volunteers analyze challenges across the system and tracking review status of the data (whether that be on a per-file or per place basis).

Potential features (subject to review)

cross platform
interface presents snippet of original (e.g. person's name) and asks a question (e.g. is this transcription correct? Is this a man's name or a woman's name? Or could it be either?)
system can be used without login (??)
system can be used with a login / creating an ID
system can list top achievers all time / this week
system can celebrate user's milestones (e.g. 100 records reviewed, 1000 records reviewed)
