12 Allow CCs to delete images #1783

At present only SysAdmin (me) can delete images. This was designed deliberately because there is no Attic or Backup, so an erroneous deletion is fatal. But in the light of experience, this is a problem because the only way to move an image to a different Register Type or Church or Place is by downloading, uploading to the new destination, then deleting. So Doreen has asked for permission as she has a lot of these to sort out. But if they are granted this permission, I expect that there will very soon be a request to bulk download and bulk delete images. At present they have to be done one at time. I am still not sure that it is a good idea to let all CCs delete images, so perhaps we need a means to give specific CCs permission. Thoughts? Eric

Any bulk download (etc) would be a different story.
