clean up footer code
remove nav element and the ARIA attribute role="navigation"
add aside element and ARIA attribute labelledby=
remove link on "Statistics" heading
set Useful Links and Statistics heading to h2
remove <span class="accessibility">Opens in new window</span> code
change wording on "Privacy notice" link
systemwide issue number 277
