Spec NER for CRS #64

Spun off from #49: We should consider an NER project on the CRS texts.

NER = Named Entry Recognition

Looks good to me. Will abbreviate this and provide a shortened version for our 'ideas list' page. Let me know if you spot anything @benwbrum or wish to add something to it and I can revise the ideas list as appropriate.

I've added my comments. The changes are minor, except for the likely need to address records of religious professions -- which are very similar to marriages but not covered by our models.
