In documentation, we discussed always having an accessibility check before deployment.

Documentation on the check is in place for Refinery pages, but is needed for App pages.

"Ready for Accessibility Check" labels to be added to projects on GH, and this new stage built into Scrums before the "Ready for Deployment" label is added.

Made #fcb103 is the colour. Applied to all three programme boards and Systemwide
