Plugging along through the quests, and the tier 4 blood altar quest requires 36 blank runes, but you only need 28 runes to reach the next tier.
It would also be nice if the Blood Altar tier quests would accept any rune, so as not to discourage players from crafting the upgrades, which all yield two upgrade runes for each blank rune. Otherwise, there's a bunch of leftover altar runes that don't get used
