No offense to LavaHeart5626, but I disagree on this implied assumption that too many ender pearls is a game-breaker. They have some use, but gathering them in this manner is strictly limited to this area, and despite the ender dragon being re-summonable, there is still the hefty risk-reward aspect of fighting here that a pile of ender pearls still is justified in my opinion.
There's no history/canon/fact that the ender dragon and endermen have even been on friendly terms in the MC universe, so in-fighting is expected.
Changing drop rates arbitrarily in this case I think would make overall hunting of ender pearls a lot harder and encourage more MystAg/Ender lily cultivation, which by my standards is almost a cheat (until late game when you need a LOT of resources). But, if that's still in alignment with your vision for this modpack, by all means.
I just wanted to voice my disagreement here, so as to help balance out the viewpoints being offered. ;2)

Although I do find your reasoning a bit off, imo the problem here is that I barely fought anything (sure sometimes the enderdragon swung at me or fired some breath atttacks but she was very occupied with the endermen) so it didn't cost me anything since it was my first time. If I had say magnetism of any kind, and a bunch of hunting backpacks I could have just loafed around for a long time to gain an insane amount of pearls for early game (I'm barely in chapter 2 of main questline you could rush and do this sooner too) Heck, you could also not even kill the dragon if you feel like making a new aluminite pick (for global traveler) fill up your shulker box with your inventory, send it back home with the pick, and then just suicide. All you'd loose is the pick.
It just doesn't feel like any risk.
You wouldn't even need to suicide. /home will work fine, but farming ender pearls can be done from several fronts anyways, so eliminating this would only leave the other avenues to exploit.
Still, I wonder what Freebi has in mind...?

I will take a middle course and remove the free guaranteed extra drop, but increase the regular drop a bit. That should reduce the general "spam" but still drop enough pearls.

So I just fought the enderdragon in my game took about 15-20 minutes probably. In my short time fighting it I scooped up 750 enderpearls from off the ground (half during and half after the fight) not killing a single enderman myself.
I kinda feel like this might be a potential lag and balancing issue since the dragon can be summoned more than once.
It might be a good idea to at least disable the option where endermen drop and extra ender pearl in the Rough Mobs 2 config (the curse page says it causes them to always drop at least 1 pearl but I find it hard to believe that over 700 endermen died in such a short time)
Idk if there's a mod that causes the dragon to automatically aggro the endermen (they started fighting the second I loaded into The End) or what all mods effect the dragon and endermen, but if it's possible to lower the spawnrates, respawn time, or what have you of endermen in the end that might help balance the pearls more (Since endermen are normally such a challenge to fight 1 on 1 and it's unlikely players haven't gotten to any sort of mob grinder that could match this rate of pearls before fighting the enderdragon.
I didn't get too many dimlet parcels (only 7) or infinity booster packs (only 21) from all the chaos it only really seems like they're dropping too generous of an amount of pearls.
