Add an easy way to give a user coop admin permissions #172

Maybe just a button on their agent page in the coop admin app for now.

Anybody see any problems with that?

New admins should be trained and shepherded for awhile by whoever asked for them to have coop admin permissions.

Ok, but i see no point of making admins (we've a lot already). The FC member role should be enough to create and manage a project in ocp. All the features still missing in the frontend (work app) are just not ready, so is better to focus on the definition of the needs and development of the tools for all members, instead of making more admins. Also note I've not developed nothing in coop admin interface, so some new things like 'projects' are only in the work app.
