JAWS doesn't narrated "toolbar" keyword in navigable treeitem with actions buttons #747

Summary

Example:

  1. Go to https://9cm8k4.csb.app/
  2. Navigate to the tree with using TAB key
  3. Navigate to the "item 1" in the tree
  4. Press TAB key (TAB key move focus on "Edit" button)

Expected result

JAWS should narrate the "toolbar" keyword when user focus the button which is inside the toolbar

Actual result

JAWS narrates only the button without "toolbar"

Example

This example comes from the Fluent V9 library: https://react.fluentui.dev/?path=/docs/components-tree--default#actions We are aware that inserting toolbar into treeitem is not standard way. But new design requires more complicated UI.
