added GNU GPL v2 LICENSE file that's referred to in README.md #98

In README.md the license is referenced as appearing in the LICENSE file, but no LICENSE file is provided.

I've added GNU GPL v2 text sourced from gnu.org to allow easy reference to the license text.

p.s. This might be my first ever PR.
