Cloak Device Hardpoint SURs

All capital ships of the houses need a bigger SUR (or one at all) for their HpRadar. That is currently used for the Cloaking Device mounting slots.

I have added HpRadar to all military capships even those who did not have it. On some it was slightly moved. @thaddeus-ex
