Since Liners are not military ships, I kept their current energy cap (70% of a cruiser plant's) and regeneration rather than adjusting it and their weapon's power cost relative to one another (which we could still do later if these changes turn out inadequate)

Liner cloak stats
Cloak duration at impulse power: 175s
Cloak duration during cruiser: 58.3s (can travel up to 29K while cloaked)
