Failsafe unvesting did not work in iteration 16 (5th iteration of unfavourable price) #17

The price had stayed unfavourable since iteration 12 and was expecting user to be allowed to unvest 15% of their vested freeos in iteration 16 (5th iterationin of bad times). However, when running the unvest action, got message >> Vested FREEOS cannot be unvested in this claim period. Please try next claim period. The failsafefreq was set to 5 as shown below "paramname": "failsafefreq", "value": "5"
