cairo: Drop the removed packageconfigs #1720

These packageconfigs are gone with migration to meson in 1.18+

Hi @otavio you were too quick :). I was adding a caveat. sadly this has to wait util cairo upgrade to 1.18 merged into poky/master, https://patchwork.yoctoproject.org/project/oe-core/patch/20240102175026.2903297-1-alex@linutronix.de/
