New Functions:

1. Database-Stored Configuration
2. Clear APC Caches
3. Clear Cached Messages
4. Add Plugins / Language Packs / etc.

Fix:

1. Phrase Editing
2. Template Editing
3. Hook Editing
4. Censor Editing

1. Phrases
2. Templates
3. Censor
4. BBCode
5. DB-Store Conf
6. File Types
7. PHP Info, Status, Copyright, Main

The following remain:
1. (Possibly) Clear APC Cache
2. (Possibly) Clear Cached Messages
3. (Possibly) General Maintence
4. Plugins
5. Hook Editing
6. Admin Permissions
