modules for wifi failback #76

add to site.mk:

ffho-node-tuning\
ffho-autoupdater-wifi-fallback\
ffho-autoupdater-wifi-fallback-legacy

(e.g. https://gitlab.com/ff-harz/gluon-site/blob/master/site.mk)

and add a repo with the packages (like http://git.harz.freifunk.net/ff-harz/ffharz-packages) from https://git.c3pb.de/freifunk-pb/ffho-packages/tree/master/ffho

upstream den autoupdater patchen halte ich für sinnvoll...

Sollte im Rahmen von Gluon entwickelt werden, wir lösen das bei uns durch den Umstieg auf die Babel-Firmwae.
