Add Tandy DAC sound effects / music #7

There's a request for playing proper music on the Tandy DAC.

The game plays music at 560 Hz. I've tried to convert mp3s to 560 Hz and 1120 Hz, but it sounds horrible.

Maybe sound effects are possible.

A sample rate of 49716 Hz should be close to an OPL's output. Recordings of music and sound effects can be downsampled before they become usable for the Tandy DAC.
