update the manifest.in with a recursive-include and remove ogh_meta.json

Manifest now has a recursive-include for all .py, .json, or .ipynb files under the ogh subdirectory.
With the recursive-include, ogh_meta.py can be initialized
in ogh.py, 'from ogh_meta import meta_file' should now be able to initialize the Class ogh_meta
