Fixing mising return in counterIsLoaded() #11

As a result of missing 'return', the library was always rejecting the counter;

@zvaraondrej I am not using use these libraries for angular, so not tested them.. You are the first who made the issue. Thanks a lot! Didn't know that yandex metrika is used by Czech Republic , thought it is in Russia only :)

No problem ;) So how are you using this library, if not for angular?

Sorry, not using this libraries at all :) I meant "angular libraries" not "libraries for angular"
