Describe the bug Mounting underwater triggers the delayed mount timer even outside combat.

To Reproduce Steps to reproduce the behavior:

Go under water (not in combat), select the manta, timer starts. Will not mount until player reaches the surface.

Expected behavior Mounts up outside of combat even if underwater.

Do you have the Mastery Checkbox for Underwater Skimmer checked? By default it's disabled.
