As the title says, the New Private Discussion button appears in the Private Discussions inbox under profile, even if the user does not have the ability to start new PDs.
This opens a modal to start selecting recipients, but will not return any search results when attempting to type in a username. It makes Byobu appear broken, instead of communicating that the user is disallowed.
