Fixes #107 (kind of)

Adds the ability to restrict PDs to secondary tags as well as primary tags.

Please take a good look at my PHP and suggest any refactors where possible (as well as any mistakes). It's my first time using PHP for a few years now... :sweat_smile:

@sibidharan please stop spamming this everywhere, particularly on old GitHub issues. Choices had to be made, and there's a post explaining why which was already linked to you.

The only place this merits to be discussed is on the forum, but I don't think the discussion will go further.
