feat: Reintroduce make public

Reintroduces the ability to convert a private discussion to a public (subject to any tag restrictions) discussion.

• Setting to completely disable the feature, even for admins
• New post event type
• Workaround for missing icons due to empty settings values
• Prompt to select tags when making a discussion public

Missing feature : While making public, ask user to assign tags to the discussion.

These are my settings, I don't know if that has any influence... Required Number of Primary Tags 1 to 5 Required Number of Secondary Tags 0 to 3
