Add CI for Javascript #34

This PR adds a simple GitHub Actions script for Javascript CI.

This action wouldn't push the built files, though? Also - there's already a GitHub Action one can use (https://github.com/flarum/action-build).

Yup, I didn't realise that at all. The point wasn't to build the files and upload them, but to test they actually build to stop silly mistakes being merged.
