add sfComponent phpunit test #326

Some basic things have been added:

fixtures folder
sfContext: which will eventually act as a mock
sfNoRouting: route implementation
sfEventDispatcherTestCase: Used for event dispatcher tests.

depends on: #295 (The reason you can see the content of #295 is because I branched from it. This will be removed if parent branch is merged and rebase this to master.)
