I have an NPC named Roman, who has his own quest attached to him, and then in another quest I have, that quest require the player to go talk to Roman, which puts two quests linked to Roman. If the player hasn't competed Romans standalone quest, when they go to speak to him for the second quest it starts his standalone instead of continuing the other one.
EDIT: Even if you complete the standalone quest you still can't talk to Roman.
