CD-ROM drive not always available unless started with a CD image in the drive #244

For example by using the A4000/OS4 model, it seems that the CD drive is only properly initialized when starting FS-UAE with a CD image in the drive. If not, it will work to insert an image in the drive while the emulation is running.

(A workaround for now is to start FS-UAE with a Dummy non-bootable .iso image in the drive).

Confirmed, even with using cdrom_drive_count=1 the CD-ROM is not available in the FS-UAE F12 GUI menu
