Update the outdated Vulkan-SDK #19

At this point it is safe to update the Vulkan SDK, both RADV and NVIDIA support vk 1.3.224.1

Although I think few people use this VulkanSDK these days, Wine's Vulkan Loader has been in the works for quite some time: https://www.phoronix.com/news/Wine-3.5-Released

It is useful only in very old versions of Wine..

It's easy to forget, especially since Wine has advanced well with Vulkan :grin:
