Source code for the Vulkan Beta drivers are only uploaded to the github mirror and not the NVIDIA tarball repository. The fallback is being added so users can still build vulkan beta open kernel modules, but we're going to use the NV tarball repo as our main since it's faster on new stable (and maybe beta?) releases.
