Allow unversioned modules to be installed
Improve the error text to include the module version that fails to install.

This is addressed in 074e859275e21fa17943e19ade8ef75dbefea9d2, though the fix in that commit does not allow for $ext_v to be empty string, and the error text has not been improved.
