Improve regenerate script to only rebuild when pkgver change #7

The only sane way I can see doing this is to run makepkg --nobuild to force the pkgver to update in the PKGBUILD.

Gonna need to step up the priority on this because git objects are becoming almost 100MiB large because of the constant remaking of the packages.

Began to use LFS, this is a temporary solution but will not last as LFS storage is limited, and I reckon within a few weeks I will definitely hit the 1GiB limit GitHub allocates.
