no notification to restart service after os update

I ran tracer after updating the cloudflared service on AL2023 with no findings. needs-restarting showed I needed to restart cloudflared service.

tracer --version = 1.1
python3-psutil = 5.8.0-16.amzn2023.0.2
tracer-common = 1.1-2.amzn2023
