Auto-Road in Owned Rooms #16

Add ability for upgraders and harvesters to make road construction sites for added automation and efficiency.

Note: Do NOT add it to DHarvesters (Long-distance Harvesters who harvest in other rooms),

It would clutter up the number of available build sites as DHarvesters will ask for roads in non-owned rooms.

That wil only be implemented once we have multi-room builders.
