VOD & Stream video do not play back smoothly #13

Description

[Description of the issue] VODs and streams will begin playing smoothly, but will quickly enter into a pattern of micro stutters that culminate in a freeze that lasts ~1 second, before returning to smooth playback. This pattern (smooth, stutters, freeze) repeats throughout, every 10-15 seconds or so. See here for a live example - https://youtu.be/jCQJO_WPx9Q

Pausing/rewinding/reloading does not fix the issue. It does not appear at the same of VODs, each time it is played. This happens for all VOD/streams - it is not specific to length, channel... etc. The device is connected by wired ethernet, and so this is not due to a wireless setup.

Stream quality/bitrate does not affect the issue, regardless of whether a specific bitrate or 'auto' is selected.

Audio stream is fine through out. The VOD/stream video/audio appears to remain synced during the issue.
