When I change brightness via the menu, it temporarily (for ~0.1s-0.5s) changes the brightness according to the slider then goes back to default. With 432 it would work properly. The brightness would go back to default if I had f.lux running and it was changing the monitor's color/brightness. This change may have also been caused by recent windows 10 updates.
What do you know, it was actually f.lux. In 432 using "disable for 1h" would be enough, but apparently not anymore. Closing the program does fix the issue completely.
