Also prevented QVM loading from a downloaded PK3. This prevents any possible QVM-related exploits.

Great patch! We'll need to test it a lot. Also I'm not sure it's necessary to shut down the game if it finds a QVM in a map pack. I would just ignore it with a warning message.
