In PF2, if a map has a rule-based vision turned on (this is the default vision automation), scenes do not have Global Illumination setting at all (it is greyed) because it is handled by the light of the map. This makes these maps appear as Dark for Token Light Condition. The only way to make them lit is to create a giant light in the map.
It would be great if there was a recognition for rules-based vision and the light of the map provided the condition globally rather than rely on creating multiple lights.
