Bugfix: Diddy Kong Racing (Cool Water Affect) #211

What steps will reproduce the problem?
1. Load Diddy kong Racing (U) (V1.1) 
2. Go to outside water area by the lighthouse
3. also happens in the water world

What is the expected output? What do you see instead?
Normal water like in the inner area of the island. Water Flashes red.

What version of the product are you using? On which system and loader?
HBC, system menu 4.1, Wii64 Beta 1.1

Please provide any additional information below.
It's not really a problem, I happen to think it looks kinda cool, game is 
still very playable. same affect with FB Textures and/or 2xsai Tex on.

The game has numerous such minor graphic issues, but this one is the worst as it
makes the water levels difficult to play with bright flickering red water. Other
issues: menu highlight doesn't work in-game (talk to the genie), so you can't 
see
what option is selected; some vertices are off-colour (often white where they 
should
be black); clipping issues at beginning of race in some levels.

Awesome that it works though. :D
