Please release ripple.cli 3.x Ruby Gem #286

Please release the gem or at least transfer the ownership of the gem to somebody (me?) such that we can use 3.x from rake.

@agross I somehow NEVER saw this post. You might talk to @jeremydmiller to see what we can do about that one.

I no longer need it. Paket is more advanced, stable and under active development. Ripple led to inventing it, though :-)

I still do. And yes, I should look at Paket - it's long overdue
